«حارس قبر الجمهورية»: عون عاد إلى بعبدا بقطار إيراني حارساً لا رئيساً

«الشرق الأوسط» تنشر مقتطفات من كتاب جديد للكاتب اللبناني فايز قزي (1 – 2)

بيروت: «الشرق الأوسط»

يركز كتاب «حارس قبر الجمهورية» للكاتب اللبناني فايز قزي، الذي كان مقرّباً جداً من رئيس الجمهورية ميشال عون أكثر من 20 عاماً، على تتبع كل حركات عهد عون الذي سمي «العهد القوي» وسكناته ليثبت بالمواقف والوثائق والتحليل أن عون نقل لبنان إلى وصاية «الولاية الإيرانية»، بدلاً من أن يحقق شعاره «حرية، سيادة، استقلال» الذي رفعه طويلاً في مخاطبة «شعب لبنان العظيم».

وقزي كان مقرباً جداً من عون عندما كان قائداً للجيش ثم رئيساً للحكومة العسكرية عام 1988، واستمر كذلك حتى عام 2006 عندما وقع عون، غداة عودته من المنفى في فرنسا (2005)، ورقة تفاهم مع «حزب الله»، فابتعد قزي عنه لأنه رأى في هذا الاتفاق انتقاصاً من سيادة لبنان وتغييراً في المبادئ والشعارات التي رفعها عون، وذهاباً إلى حضن «ولاية الفقيه» الإيراني.

وتنشر «الشرق الأوسط» اليوم وغداً، مقاطع من الكتاب الذي سيصدر قريباً عن «دار سائر المشرق» في بيروت. وهذا الكتاب الخامس لقزي، الذي كان له دور في تواصل عون مع السوريين قبل عودته من منفاه الباريسي عام 2005.

وكان قزي روى في محطات إعلامية سابقة، تفاصيل دوره في تلك العودة التي بدأت من خلاله، ويقول إن «زيارة عون لسوريا اكتملت من حيث المعنى المجازي، وكنتُ شاهداً على الأمر، في تاريخ 27 ديسمبر (كانون الأول) 2004 حين تمَّ الاتفاق بين عون والسوريين على عودته إلى لبنان وعلى مظاهر العودة وما إلى ذلك، وعلى إثرها زار غابي عيسى (المسؤول في التيار الوطني الحر) الشام (دمشق) والتقى عبد الحليم خدام» نائب الرئيس السوري آنذاك.

ويقول قزي إن «أول (احتكاك) أقمته أنا بالذات في يوليو (تموز) 2004 ربما عن طريق الصدفة أو عن سابق تصور وتصميم من السوريين، من خلال العميد رسم غزالة (قائد جهاز الأمن والاستطلاع في القوات السورية العاملة في لبنان آنذاك) الذي سألني عن (الجنرال عون)، وأوصاني أن ينقل إليه سلامه (الحار) عندما أزوره في باريس». ويضيف قزي: «قلتُ له إنَّ الجنرال يفكر في العودة إلى لبنان فقال: أهلاً وسهلاً به». وهنا بعض مما ورد في الكتاب الجديد «حارس قبر الجمهورية»، والذي يركز على عهد عون والظروف السياسية التي سبقت انتخابه رئيساً للجمهورية:

تريّثثُ كثيراً، ورفضتُ نصيحة الصديق ملحم رياشي (وزير الإعلام السابق) الذي زرتُه بعد أيامٍ من تولّيه حقيبة الإعلام في حكومة العهد الأول للرئيس سعد الحريري، مع ممثّلي نقابة المؤسّسات السياحية. فسألني ماذا عندي من جديد؟ قلت: «عندي كتاب جديد. لكني أتمهَل في إكماله ونشره. لأنه يتعلّق بميشال عون». قال: «وما هو عنوانه ومضمونه؟» قلت: «عون… الجمهورية». فقال: «لماذا ثلاث نقاط؟» قلت: «لا أريد أن أتسرّع، فأحكم على عهد الرجل، بعد أن رافقتُه بصدق واقتناع أكثر من عشرين سنة. لذلك سوف أمهله وأنتظر مرور عام من ولايته، على الأقل، لأملأ نقاط الفراغ في العنوان. فأختار بين كلمتَين: حارس أو حامي. علماً بأنني منذ اليوم أميل إلى اختياري الأول: «عون حارس قبر الجمهورية»، وليس: «عون حامي قصر الجمهورية»، فقال: «فوراً ومن دون تردّد أنصحك ألا تنتظر بل تبادر فوراً إلى اعتماد الخيار الأول».

فاجأني رأي ملحم رياشي، وهو من صنّاع «اتفاق معراب» وروّاده الأوائل. رفضت الأخذ به. وفضَلتُ التريّث والسيطرة على قناعتي. ورويت له وللحاضرين، تعقيباً على رفضي، كيف التقيتُ يوماً بالقاضي ورئيس معهد القضاة الوزير السابق سليم الجاهل في باريس وسألته: «لماذا لا تعود إلى بيروت، لاستعادة موقعك المتقدّم في القضاء؟» فأجابني: «أشعر بالخوف بسبب العلاقة المتينة التي تربطني بالشيخ بشير الجميّل، وأخشى أن يؤثّر ذلك على قراراتي وأحكامي، لذلك رفضت وبقيت في باريس».

تمهيداً لهذا الكتاب، وخلافاً للخطأ الشائع الذي يناسب أذواق المتزلّفين والانتهازيين، المتحلّقين بصورة مستمرّة حول الجنرال ميشال عون خلال عشرين سنة، وكنتُ بينهم مثل النعجة الغريبة عن قطيعها، فإنني لم أكن يوماً أعتبر نفسي مستشاراً له بل مشاركاً. ولم أكن حليفاً متضامناً مع جميع أفكاره بل متعاطفاً. ولا قبلتُ يوماً أن أخلع عقيدتي لألبس أفكاراً بدائية عونية. بل كنت أقدّم دعمي لرجل توفرت له ظروف مادية تسمح بمواجهة خطر الميليشيات التي نمت في الحرب الأهلية، فساندتُه لمحاولة إعادة تكوين السلطة واستعادة قومية الشعب والأرض.

فقد كان الجنرال قائد الجيش قادراً أكثر من سواه على تحقيق حاجة ملحّة لحماية مشروع إعادة المهجّرين إلى قراهم بعد تهجير سنة 1985. وهذا كان همّي الأول والمشروع الوحيد الذي أخذني في مغامرة سياسية جديدة اسمها التجربة العونية التي ارتكبتُها حتى الثمالة.

هذا التوضيح بات لازماً وواجباً، فمن دونه لن يستطيع القارئ أن يفهم مسيرة علاقتي بالجنرال عون، خصوصاً عندما يكتشف كم كانت العلاقة أحياناً وثيقة جدّاً، بحيث لا تبدو للناظر حدود متميّزة للقائنا وكأننا وحدة متكاملة؛ وأحياناً باردة، وأحياناً أخرى عاصفة، إلى أن فاجأني في 6 فبراير (شباط) 2006 بتوقيع ورقة التفاهم بين «التيّار الوطني الحرّ» و«حزب الله» في كنيسة مار مخايل. أَسْقَطتُ إذّاك تفاهمي معه ليتحوّل كلّياً إلى خصومة عقائدية. وهنا تحضرني مرّة أخرى، خلاصة كتابي الأخير لأكرّر: «إن النظام الإيراني وحزبه في لبنان ضخّا في عروقه السمّ الكافي لنقله إلى حالة الموت السريري، ولن يسلم منها حليفٌ أو متعاملٌ أو متفاهمٌ». وإذا كان الجنرال ميشال عون في 13 أكتوبر (تشرين الأول) 1990. أثبت معادلة وطنية، فطرد من قصر بعبدا واغتصبت شرعيته السياسية من دون شرعيته الشعبية، فهو في 31 أكتوبر 2016 قَلَبَ الأرقام والمعادلة، فأعادوه فاقداً شرعيتَه الشخصية، في قطارٍ إيراني برتبة حارسٍ لا رئيس إلى قصرٍ يحوّله قبراً، وجمهورية تسبح في عالم الممانعة، ووطن شعبه مقسّم وأرضه ساحة سائبة.

كنت أظنّ أن شعار القيادة أقرب إلى قلب ميشال عون من لقب رئيس الجمهورية. فبعد إسقاط تجربة قائد الجيش، ورئيس الوزراء، يُصرّ الجنرال ميشال عون في غالبية إطلالاته الإعلامية، على التذكير بأن طموحه كان «بناء جمهورية لبنانية». ويتعمّد ترداد ذلك راوياً أنه تبلغ من القيادة السورية في أوائل مارس (آذار) 1989 رسالة مفادها بأنهم يقبلون به رئيساً للجمهورية. فرفض وطالب بالجمهورية أولاً قبل الرئاسة، مصرّاً على تسميتي شاهداً على هذه الواقعة. ويقول: «اسألوا فايز قزّي»، واستمرّ حتى بعد الافتراق الشامل بيننا منذ فبراير 2006 يستدعيني للشهادة، رغم أنني أوضحتُ أنها لم تكن سوى وعد كاذب ومفخَخ، ورويت تفاصيلها في كتابي المعنون «مواطن سابق لوطن مستحيل» الصادر عن دار سائر المشرق.

لقد عرفتُ ميشال عون عن كثب، ولم تكن في أدبياته منازل كثيرة ولا مقالات طويلة. كان يعتمد المختصر المفيد، وصاحبَ قناعات مبنية على مقاصد ونوايا الإصلاح والتغيير. وهنا يكمن سرّ قوّته والرهبة التي كانت تقلق حلفاءه قبل خصومه، خصوصاً إذا لم يتفاعل الحلفاء مع قناعات الجنرال المولودة أو الموعودة.

لكن هذا التزاوج بين الجنرال «القائد المتمرّد» والرئيس المتهافت شكّل خطراً كبيراً على الجمهورية، وتحديداً على المعادلة المركّبة وشبه المستحيلة بين قائد لمعركة التحرير ورئيس متهافت على إرضاء النواب الناخبين.

لذلك فإنني أستكمل في هذا الكتاب حقيقة ولدت من قناعتي أن «الجنرال السابق» الذي رُفّع إلى الرئاسة، دَفنَ حلم الجمهورية، حتى قبل أن يكون مجرّد وكيل للمحتلّ، ويتحالف مع مغتصبيها. فاستحق عضوية الانتساب إلى قافلة الوعد الصادق للعودة إلى جنّة بعبدا ليبيع روح شعبه الذي سمّاه عظيماً، إلى ذئاب وشياطين جهنّم.

– الفرصة الأولى:

– الرئاسة حق سلبه مؤتمر الدوحة

بعد عودته المشروطة من باريس متفاهماً مع السوريين الذين أضافوا بعد استشهاد الحريري إلى الاتفاق مع عون شرطَين: الأول دعم إميل لحّود حتى نهاية ولايته والثاني الدخول في تفاهمٍ مع «حزب الله». وقد افتتح عون عودته بخطابٍ في ساحة الشهداء – بيروت هاجم فيه الإقطاعَين السياسي والمالي. وسرعان ما اعتبر أنه ركب قطار الرئاسة الأسرع بقوّة 70 في المائة من أصوات بيئته المسيحية في انتخابات 2005.

لكن انحياز تيّار الحريري إلى تأييد قائد الجيش ميشال سليمان وموافقة «حزب الله» على ذلك، خطفا منه حق الملكية برئاسة الجمهورية في الدوحة ليبقى تفاهم مار مخايل 2006 وعداً ناقصاً من الرئاسة. وليتخلّف إميل لحّود عن نصرة عون العائد من فرنسا متمسّكاً ببقائه في الرئاسة حتى نهاية عهده.

سقط أمل الجنرال عون في أن يحقّق حلمه بعد انتهاء ولاية إميل لحّود كرئيسٍ وفُجعَ بفقدان هذه الفرصة في مؤتمر الدوحة سنة 2008 الذي قدّم الجنرال ميشال سليمان عليه.

– الفرصة الثانية

خرج ميشال سليمان في آخر ولايته 2014 من بعبدا تاركاً بياناً معلّقاً في غرفة الاستقلال بانتظار عودة رئيس آخر.

شكّل هذا الأمر اندفاعة جديدة لتحقيق رغبة الجنرال عون، فبات متسرّعاً لترجمة فوزه في سبق الرئاسة الذي يعتبره حقاً دائماً بعد أن عيّنه أمين الجميّل قائداً للجيش، واستغلّ وصف البطريرك نصر الله صفير له وحصوله على نسبة 70 في المائة من أصوات المسيحيين في انتخابات سنة 2005، ليستعمل هذه الشرعية الشعبية الانتخابية لاحقاً لتغطية تزوير المسيرة الانتخابية وعيوبها القانونية الشكلية والأساسية.

– منافسة عون وجعجع

تحوّل مسرح «الانتخابات» الرئاسية مسرحاً تنافس عليه في البداية مرشّحان: جعجع وعون.

ولم يوفّر ميشال عون وفريقه الحزبي وحلفاؤه الأساسيون، مناوراتهم لتعطيل الانتخابات واستمرار فراغ وشغور منصب الرئاسة، طالما لم يكن الفوز مضموناً.

فاعتمد «حزب الله» على ضمِّ اسم مرشّحه، ليفسح المجال لتنافس حلفائه على تقديم العروض والتنازلات. ويستعمل ورقة هذا التنافس ليعطّل النصاب القانوني لانعقاد جلسات الانتخاب.

– أرنب برّي «الدستوري»

انضمّ رئيس المجلس النيابي إلى مشروع تعطيل الانتخاب خدمة لمشروع الفراغ، إذ بعد انعقاد الجلسة الأولى واكتمال نصاب الثلثَين وعدم فوز أي مرشّح، رفع الجلسة فوراً إثر انسحاب فريق التعطيل، وفقدان نصاب الثلثَين الذي أصرَّ برّي على توافره، لكي يستمر بالجلسة، فأسقط بدعته هذه انتخاب الرئيس شرعياً وفقاً للأكثرية. واستمرّ برّي مصرّاً على ضرورة توفّر نصاب الثلثَين للانعقاد في جميع الجلسات اللاحقة. فسقطت المادة المسهّلة للانتخاب لتحلّ محلّها استحالة توفّر النصاب لمجرّد غياب الثلث تطبيقاً لبدعة الثلث المعطِّل، التي كانت الحشرة البَرّية التي صَحَّرت المجلس والوزارة طيلة «العقد العهد القوي». ولاقت حجّة المعطّلين هوى لدى المرشّح ميشال عون فاستغلّها لممارسة مناوراته وضغوطه على المرشّحين المحتملين الآخرين.

ساهم عون بدورٍ فعّال في تعطيل الدستور نصّاً وروحاً ليصل إلى الرئاسة معطوباً بالنصّ الدستوري ونظام المجلس النيابي، إذ لو أراد المشترع ضرورة توفير الثلثَين لانعقاد الجلسة المخصّصة لانتخاب الرئيس، لكان نصّ على هذا الاستثناء صراحة وقال: «استثناءً يعتبر النصاب محقّقاً بحضور الأكثرية المطلقة، باستثناء انعقاد جلسة انتخاب الرئيس»، ولكنه لم يفعل. وبالتالي يجب تطبيق النصّ الخاص باكتمال النصاب العام للمجلس.

هكذا «تعتبر» جلسة النصاب مكتملة حتى بالأكثرية المطلقة فقط. وتجرى دورة انتخابية أولى، فإن لم تؤدِّ فعلياً لفوز مرشّح بالدورة الأولى لعدم نيله الثلثَين، تجرى الدورة الثانية، لأن نصاب الانعقاد مكتمل، وينجح من يحصل على العدد الأكبر للأصوات. ولكن الاجتهاد الذي فرضه برّي كشف نيّة تعطيل النصاب الذي استمرّ سنتَين، وأدّى إلى استحالة تطبيق الدستور وانتخاب رئيسٍ للجمهورية، وتكرّس نجاح مشروع الفراغ المضمون من «حزب الله».

كان هذا الاجتهاد الهجين للدستور، فرصة لميشال عون في التعطيل، ليرفد مشروع حليفه «حزب الله» بإسقاط المؤسّسة الشرعية للدولة. فاستغلّه عون بممارسة التهويل بأصوات نوابه، ومحاصرة السياسيين الرافضين، بطرح شرط تفجيري: «عون أو الفراغ». وهذا ما بدأ يتفاعل ليؤدّي إلى تساقط القوى المعارضة، وليغتصب عون المرشّح رئاسة مخالفة للدستور والقانون وروح الديمقراطية الانتخابية.

– مجلسٌ غير شرعي يعيّن لا ينتخب

كانت خاتمة المناورة وبداية الذلّ والهوان والاستسلام، فرحّب الجميع – وبعضهم قسراً – ولكن من دون التنبّه لتخلّي السياسيين اللبنانيين عن مبدأ الانتخاب الديمقراطي الحرّ، وخضوعهم لتسمية رئيس متحالف يزداد خضوعاً لولي الأمر الإيراني. وأعاد الجنرال عون معادلته القديمة والدائمة: «هناك كرسي فارغ، إما أن يعزموني عليه، وإما أن آخذه بالقوّة».

كانت هذه الفترة الغامضة في موقف «حزب الله»، والتزامه بمرشّحٍ للرئاسة، طويلة جدّاً، وفرضت على عون وأتباعه اللجوء إلى مناورات قانونية وسياسية، لم تقتصر على رفض المغامرة بقبول تجارب غير مضمونة النتائج التي تضمّ التصويت بالأكثرية، فعمدوا بالانفراد أو الاتّحاد إلى تكريس شعارات تساعد عون على صعود سلّم الرئاسة متدرّجاً في المواقف التنازلية.

وفي محاولة لدعم الفراغ، سرّبت قوى التعطيل وعبر ميشال عون، واقعة عدم شرعية النواب، فرُفع شعارٌ يقول إن المجلس غير شرعي لأنه مدّد لنفسه خلافاً للنصّ، ويجب اللجوء إلى الانتخابات المباشرة من الشعب. وأضاف عون أن الفراغ أفضل من قانون الستّين. كما رفده مشروع التعطيل ببعض البدع. مرّة ببدعة الغياب غير الشرعي لجلسات عدّة متتالية، خلافاً لنظام المجلس النيابي الداخلي، الذي يسمح بالغياب عن جلستَين متتاليتَين وإنما بعذرٍ شرعي، بعدها يصبح النائب مسؤولاً. ولم يبخل رئيس المجلس النيابي عليهم بفتوى واجتهاد تعطيل النصاب برفعه إلى الثلثَين وقبول الغياب من دون عذرٍ شرعي لأكثر من جلستَين متتاليتَين.

فكرّس الغياب عن جلسة، ولو كانت لانتخاب رئيس لملء الفراغ في رئاسة الجمهورية، وكأنه عرفٌ وشرعٌ ودستورٌ عرفناه في خطابات بعض الانقلابات العسكرية، حيث يصبح كلام أو خطاب أو كتاب رئيس مجلس قيادة الثورة بمثابة الدستور. واستمرّ هذا الغموض المشبوه في موقف «حزب الله» فترة طويلة مخفية وغير معلنة. تخلّلته فترة من فراغ عميق وتعطيل للمؤسّسات وما رافقها من انهيارات إدارية واقتصادية ومالية مقصودة ومتعمّدة. راكمت انحلال وانحدار لبنان، إلى أن بدأت، حصون أعداء الجنرال المرشّحين، تتهاوى أمام استمرار الفراغ وأعبائه الكارثية.

التعيين شرط الخروج من الفراغ بعد أن اطمأن ميشال عون لوعود «حزب الله»، أطلق «خراطيش فرده» وشهوته الرئاسية باتّجاه بيادر الآخرين، وجميعهم على أشدّ الخصومة السياسية معه.

فأرسل النائب إبراهيم كنعان لاستجداء اتفاق مع القوّات اللبنانية، ليلاقيه ملحم رياشي. وبدأت جلسات الحوار المتنقّلة بين الرابية ومعراب، لتحبل بولادة اتفاقٍ هجين مستولد من تزاوج المناورة والمؤامرة. كان هدف التيّار من شعار استعادة الرئاسة التي خطفت منه في اتفاق الطائف، وقد تدرّجت في حلقات. بدأت بانتصاره في الانتخابات سنة 2005، فلاقت مشروع حليف الرئيس عون السيّد حسن نصر الله وحزبه، بتعبئة التيّار وتغذيته بمصل الرئاسة، مقابل تعريته من سيادته. فهدف الحزب من ذلك إطالة عمر مرحلة الفراغ، التي بدأت من لحظة خروج ميشال سليمان من القصر سنة 2014. واستمرّت ثلاثة أعوام، كي يصبح لبنان جمهورية بلا رئاسة، تمهيداً لتحويله إلى ولاية. وليكمل «قائد حرب التحرير» رفع راية الاستسلام بدءاً من كنيسة مار مخايل، حيث عانق قائد الاحتلال الإيراني بحثاً عن رئاسة. فكانت الطلقة القاتلة للجنرال عون، لينبعث ويتغوَّل حلم الرئاسة النرجسي فيغتال جنرال «الشرف والتضحية والوفاء…».

في هذا الوقت كان «حزب الله» يحوك المناورات ويتحكّم بها في مقاربة ملفّ رئاسة الجمهورية باكراً. فأوحى أولاً وظاهرياً بحياده بين مرشّحَين: ميشال عون وسليمان فرنجيه لمواجهة ترشيح سمير جعجع، الخصم اللدود. ونسَق هذه المقاربة مع حليفه السوري، وترك باقي الحلفاء في خيارٍ ملتبس يتبادلون التقدير الظاهر لرغبة الحزب في اختيار اسم لملء الفراغ.

واستفاض أمين عام «حزب الله» حسن نصر الله ببراعته الأدبية واللفظية ليترك ظلالاً محيّرة وكثيفة حول قراره. حتى أنه لم يعلن قراره النهائي الذي يتضمّن أفضلية الفراغ. أما المرشّح ميشال عون فرضي بتأييد «حزب الله» الضمني له، فيما مضى سليمان فرنجيه بمعركته مدعوماً ضمناً من بشّار الأسد. وهكذا وزّع نصر الله والأسد الأدوار ليستمرّ الفراغ ويتحوّل إلى الحلّ الوحيد الملزم لكلّ اللبنانيين، تمهيداً للهيمنة على لبنان.
